The energy practice at Hillmont Partners is led by Tetiana Mylenka, LL.M (King’s College London), who has over fifteen years of professional experience. She was head of the legal department at the state-owned company JSC Main Gas Pipelines of Ukraine in addition to serving as an expert at the Energy Community Secretariat and previously worked as a senior lawyer at renowned international law and consultancy firms (Deloitte, CMS). Tetiana was intensely engaged in gas TSO unbundling during 2018-2020 in her capacity of an external legal advisor, head of legal at JSC Main Gas Pipelines of Ukraine and as an expert of the Energy Community Secretariat.

Tetiana is a member of the working group on improvement of legislative regulation in energy sector, external advisor to supervisory and executive board members of strategic enterprises, aide-consultant of a Member of the Parliament of Ukraine, co-author of several draft laws in electricity and gas sectors, and an author of a number of articles and publications. She is a frequent speaker at conferences and expert forums and is a lecturer at the Legal High School educational platform.

Tetiana’s recent projects work includes consulting of foreign investors in the renewable energy sector of Ukraine regarding legal remedies for protecting their rights, including through investment and commercial arbitration, advising the holding company of the gas TSO on corporate governance matters, certification requirements under the Third Energy Package, representing a large foreign investor in negotiations between the Government of Ukraine and investors in the renewable energy sector of Ukraine (regarding feed-in-tariff restructuring), advisory on corporate PPAs, and many other ventures.

Tetiana is a member of the American Bar Association (Environment, Energy, and Resources Section), Ukrainian Bar Association, American Chamber of Commerce, European Business Association, Energy Club, and Women’s Energy Club of Ukraine.

Acting for three of the country’s major state energy companies: Gas of Ukraine (subsidiary of Naftogaz of Ukraine), JSC Main Gas Pipelines of Ukraine and JSC NPC Ukrenergo (electricity TSO). Representing Nuclear Energy Systems of Ukraine as a license holder for uranium exploration in Ukraine in a number of court proceedings. Advising the Nasdaq-listed Trident Acquisitions Corp., which raised USD 150 million of investments into the Ukrainian energy market. Providing land ownership advice to a Canadian investor with respect to its USD 50 million investment into renewable energy facilities in Ukraine, as well as urgent advising on a challenging issue of securing connection of the company’s facilities to the grid. Providing a strategic legal advice to a fast-growing solar energy company based in Norway with a focus on emerging markets, on exploring the opportunities of the first and so far the only in Ukraine experience of handling corporate PPA feasibility study outlining investment options applicable under existing regulatory framework; also representing the company’s interests in negotiations with the Government of Ukraine on resolving the FiT crisis and finding consensus on FiT issues and further development of “green” actions in Ukraine.
